Regular chatbot: user sends question, AI responds. No approval, no receipt, no cost control.
AIOS: every AI action goes through policy -> risk -> approval -> execution -> verification -> receipt. Has rollback, audit trail, cost control.
Each tenant defines acceptance policies per action type. Policies are evaluated before execution and cannot be bypassed by end users.
Actions are scored for risk based on data sensitivity, model capability, and action scope. High-risk actions require additional approval.
Every action records its cost. Tenants set budgets and thresholds. Actions that exceed limits are blocked or require escalation.
Every action produces a signed receipt with cryptographic digest. Receipts are immutable, exportable, and verifiable by third parties.
